Why exactley is council tax unlawful i keep getting told so many different things

i have just got a court summons for my council tax,I will fight this next year when i know more on how to take them on, I will fight them for what government lawyer said . Des Collins, the solicitor that represented the victims, said that the council could have significantly reduced the legal costs of defending the claim if it had not denied primary liability for so long. Speaking to Local Government Lawyer before the total size of the compensation and expenses bill was announced last Friday (4th June), he claimed that the council should have quickly acknowledged that it had breached its duty to the residents and limited the legal arguments to causation and foreseeability. Collins also suggested that the fact that the council self-insured meant that it continued to fight the case for longer than it should.

It seems it is tunbridge wells cc policy to pursue the weakest and most vulnerable people over council tax,people who were on benefits,were dealing with a traumatic experience,and then when their energy is at an all time low demand an unfair court appearance,hoping they won,t turn up,then bailiffs are sent round to intimidate and get a payment for money that isnt owed-despite the victims asking for help from cab(who just get a run around until they are worn out from attending cab interviews+getting nowhere),or money is directly taken from their benefits.I have attended court twice to contest their false claims,to be told the first time by their representative that it was all a mistake,only later to find I had been found guilty in absentia,the second to be told they would adjourn the case,for no reason,only to be summoned a month later.To be found guilty again in absentia-I had no income over the claimed period,but have never had the chance to state it.
I wonder how many other people have had the same experience?as I have said,I personally know two other people who were worn down by the same tactics.One who was a suicide risk at the time,the other who had just lost his wife and then diagnosed with cancer!
No doubt the old excuse will be”we made a mistake-sorry”.but in more and more cases-due to the CAB(the only people who seem able to give advice and help)seeming to be more and more inaccesible or just plain swamped.TW council are getting away with this more and more-no doubt encouraged by their success.
As with most beauracracys,in the UK there is no right and wrong,only,if we can get away with it we will.-what is going on?and who do people turn to?To make matters worse the CAB are now in the same room as the council,and no help seems to be available even if they are asked.

I know someone who works for a Local Authority Council Tax and they have had 10 ‘freemen’ applications and refusals to pay Council Tax . Not one case has won the right to overturn the charge and 2 were committed to prison for non-payment. It was deemed they were ALL LIABLE to pay
for the services that the council offered such as bin collecting , pest control, highways maintenance etc
Is it my understanding that a freeman renounces law and all public undertakings so cannot use public sewage, rent a councill house, claim benefits, use a public library, public transport, send their children to state schools etc.

Dear All,
I would like to seek advice, help and assistance. I have received a Summons for non-payment of council Tax (City of Westminster) to appear in the Court on the 2nd Novemeber 2011. Please help and advice. Can’t property think at moment due to stress so would be really grateful for any help. Thank you in advance.
